Job Desription
The Vice President of Operations (VP of Operations) serves as the senior operational executive for Virgin Islands Paving, providing strategic and hands-on leadership across all construction and manufacturing divisions. This includes paving, bridge construction, utility installation, earthwork, asphalt production, and concrete manufacturing.
The VP of Operations oversees company-wide operational performance and directly supervises the General Manager. This role ensures projects are executed safely, efficiently, profitably, and in alignment with company growth objectives.
Key Responsibilities
Strategic Leadership
Develop and execute operational strategy aligned with company vision and growth plans.
Establish long-term capacity planning for equipment, labor, materials, and production facilities.
Identify expansion opportunities, operational efficiencies, and vertical integration improvements.
Partner with executive leadership on capital investments and major bids.
Oversight of Field & Plant Operations
Provide executive oversight of all construction fieldwork and manufacturing operations.
Ensure seamless coordination between paving crews, bridge teams, utility divisions, asphalt plants, and concrete production.
Monitor project execution metrics including schedule adherence, quality control, and margin performance.
Ensure proper equipment utilization and fleet optimization.
Financial & Performance Accountability
Oversee operational budgets, forecasting, and cost controls.
Review project financial performance and corrective action plans.
Ensure productivity benchmarks and margin targets are achieved.
Approve major operational expenditures.
Risk, Compliance & Safety
Champion a culture of safety and regulatory compliance.
Ensure adherence to OSHA, environmental, and territorial regulations.
Oversee risk mitigation strategies across projects and plant operations.
Leadership & Team Development
Directly supervise the General Manager.
Develop succession planning and leadership training across divisions.
Drive accountability and performance standards throughout the organization.
Qualifications
10+ years senior leadership experience in heavy civil construction, paving, or infrastructure.
Strong knowledge of asphalt and concrete production operations.
Proven ability to lead multi-division construction teams.
Strong financial acumen and project cost management expertise.
Experience working with government contracts and infrastructure projects preferred.
Base Salary Range
$175,000 – $225,000 annually(Commensurate with experience, qualifications, and operational scope)
